The Scientific Council of the university comprises: the Rector, the Vice-Rectors, the deans of the faculties, the chairs of the faculty scientific councils, the head of the university's central library, faculty representatives elected from among the highest-ranking academic staff, elected representatives of the teaching body, and two external members who are professors at other universities. The Council may invite any person whose expertise could inform its work.
Pursuant to Executive Decree No. 03-279 of 23 August 2003 setting out the missions of the university and the specific rules governing its organisation and operation, the Scientific Council issues its opinions and recommendations, in particular on: the annual and multi-year training and research plans of the university; proposals to create, amend or dissolve faculties, institutes and departments and, where applicable, annexes, research units and laboratories; national and international scientific exchange and cooperation programmes; the university's training and research reports; the university's partnership programmes with the various socio-economic sectors; the university's scientific events programmes; the valorisation of research results; the reports and projects for acquiring scientific and technical documentation. It also proposes the orientations of the university's research and scientific and technical documentation policies, and gives its opinion on any other pedagogical or scientific matter submitted by its chair.
